They all stick from time to time when not used for a while ....just use a pair of pliers to grip the lever and it will move easily and get easier.
It has only had v power in it while in my tenures ....

Most of the starting issues with 400 and 250 tend to be from the little brass pipe out side the carbs breaking at the join and letting air in. I'm not sur this is the case but a pointer.
