No NOVA?

I’ve just finished building the motor of a friends 1968 Honda CL350 street scrambler. It’s a US import but he bought it with no NOVA certificate. The guy he bought it from reckons he never had one. So has anyone any experience of registering a bike without the NOVA? Is there a way to pay the outstanding duty? I think you can put the bike on a Q plate but obviously he doesn’t want that.

If you can prove it was imported pre NOVA (cant recall exactly when this came in) then possibly but otherwise surely it should have been complied with??

I’m not sure of the full details as it’s not my bike. The owner says he’s been in touch with the guy he bought it off who said he never got the certificate when he bought it?

I have done a few sans NOVA ...PHONE HMRC Nova Section they will send the forms no issue , with that you can with a dating letter from VJMC ..get an plate ...there will be no duty on an historic bike.

HMRC and DVLA are surprisingly helpful and knowledgable if you actual speak to them.

I can confirm that. I imported two old vehicles into the UK from Australia in 2003. They are retirement projects, and now that I am retired I wanted to get them both V5C logbooks and UK registrations. I had the importation documents from the time, but as the process has changed a lot since then I contacted the NOVA office. They were very helpful on the phone. Once the forms were submitted I was quickly sent the NOVA forms saying, in my case, that no import duty or VAT were payable.
This was pre-Covid, so it might take longer now.

I acquired an old FZ750 a few years back, which had supposedly come from Canada. Or so I was told.
HMRC basically told me it’s too old for them to be bothered with it.
I had no paperwork and it had never been registered in UK.
The guy I got it from had it in a container but couldn’t remember for how long.
HMRC sent me a letter confirming there was nothing owing on it and that was enough for me to legally import it.
