I'm having the same problem. Its stuck at the front. Tried tapping (quite hard) with a leather mallet. I'm going to try heat tomorrow, but any other smart ideas? - I'm a bit paranoid about being overly 'firm'.
I'm a bit worried about the dowell you mention - is it 19 on here?

Should the cover slide off? ie. if I bend it forwards from the back, am I going to damage anything?

Yes it was the dowel down there that was stuck slightly, gave a little movement about 3-4mm then stuck, I persevered with lots of wiggling and brute force and the casing eventually came off.
Keep at it a bit of force and possibly a bit of anti seize wd40 or similar sprayed around the dowel may help, its just corrosion between the aluminium and steel holding it.
The casing will pull straight horizontally out.
