Tight at top, the physics of it is the moving mass, you want the lightest part attached to the road, so as the coils touch (at the top) they stay attached to the bike, not the road. If you had them the other way round, as the spring compress so the moving mass would increase

a simple way i remember it is that "tight" and "top" both begin with the same latter...
