Can't really figure out what you mean talking about inside/ outside edges of chainplates. But I take it your chain is running out by 2.4 mm in comparison of both sprockets and you're aiming to reach 0.4 mm by shaving the sprocket carrier?

I ran my old single wider Kat with a 180 mm section tyre on a 6" rim which made it necessary to allow some chain runout. Not ideal but safe. 2.4mm on that distance is no problem, will let the assy wear out a bit faster. 0.4 mm is close to none.

lol, blix, take your rear sprocket off and flip it over! its machined on one side, so flipping it over will move the sprocket centre line towards the tyre by whatever the depth of the recess is. you may not need to pay someone to machine the carrier, because the sprocket is already machined on one side.
