According to my Kat manuals/supplements and a bit on the web the model of 1100 Kat that has no "Parking or City* Light" is for E-01, 06, 24 and 30 which according to this website

gives us General (No 1), South Africa, Australia and Singapore
I don't suppose you have any VIN stickers that show the E- reference left on the machine, because if it had E-3 or E-33 it would have been destined for the US. And as far as I am aware if it was E-33 it may have had to comply with the California daytime lights regs.
Now just to add a bit of confusion into the mix, looking at the general GSX1100 manual in the specs for GSX1100E, it shows no parking light for E-01, 24, 27, 28, and 30. So that's General, Austria, New Zealand, Canada and Singapore.
But when you look at the wiring diagram for the same only Canada has the lamp deleted.
There is also another diagram for General, UK, Belgium Australia and Singapore that has a note by the parking lamp that states "..only for England"
So it could be Californian or Canadian.......maybe. Whatever, it's yours now
I had a 550 Kat in the past that was ex Cali and it had no headlight switch (it also had the hilarious 0-80 mph speedo) the 3rd phase of the alternator was looped directly back to Reg/Rec at the RH switch connector block.
* City Light; like you'd want to ride around a city at night with only a 4 watt lamp on
