Craik if needed I have the items needed , as in switch gear, solonoid, May have a starter , but will have see if the ones on the shelf are ok.
I can loan the items if needed , they are just sitting on a shelf in a box. Just in case.

As you've already shorted the starter solenoid, effectively connecting the starter directly to the battery, then the only logical explanation is a faulty starter.
But as Fossie says, check the small stuff anyway.
Are the 650 carbs as much of a PITA to remove as the popup's?

Removing is a doddle.........back on ......easier than the pop up because the air box come in parts if needed, but essentially there is a little more jiggle room and the frame rails are well positioned to lever against.

Thanks for the replies. Sorry for the late response, I got caught up in something and didn't log back in for a couple of weeks.
I had a mechanic take a look and it's confirmed it's the starter motor as Fossie and others suggested. He's going to replace the brushes but said the starter motor is in poor condition generally and there are other parts worn in there which may give trouble later and can't be replaced.
Since I've got this far I'll go ahead and let the mechanic fix it.
Looking on EBay, there's a new pattern starter motor in the US for a 'GS650M Katana'.
Will this fit my GS 650 GZ Katana? It looks a different shape maybe...?

The 650m is what the yanks called the GX/Z ....the GTD and GL all share the same engine .
I wouldn't worry about the picture it is a generic photo.
What apart from the bushes could be worn in a starter motor? The commutator maybe scored or marked which may wear the bushes out, but unless you are dispatching the bike or commuting everyday for 10 years you should need to press the starter enough times to wear it out.
You bought a second hand one before so it was worn before you started which is why it failed sooner.
But it depends on what you feel peace of mind is worth.
Glad we diagnosed correctly though.
