It's the rear shock preload adjuster, follow the cable to the shock and you'll probably find it's split where it takes a tight turn. If not you have the rarest popup out there, the one where the preload still works

If you want to take it off be careful they can be tricky to remove.

The adjuster is actually a cable so gets full of grime in the kink as arnica said. You can undo the cable at shock end and lube it.
If you lok at the back of adjuster there is a sight glass with a ball bearing it it to show the setting , move it to 5 and forget it.

Believe it or not but mine is fully functional. Winds in n out no problem and you can feel a difference between hard n soft.
